Half Cent Sales Tax Extension

The City of Bismarck is proposing a home rule charter amendment that would extend the current half-cent sales tax used for the construction and reconstruction of arterial roadways. Originally approved by the voters in 2018, this sales tax has supported the construction of roads from a voter-approved list of eligible projects. The sales tax is set to sunset in 2029. 

The City anticipates asking voters to consider a home rule charter amendment to extend this tax and adopt a new list of eligible projects. This updated list would continue to include arterial roadways and add select collector and local roadways. The City expects to place the measure on the June 9, 2026, primary election ballot.

A public input meeting was held on Thursday, December 18, 2025. The information shared at the meeting can be reviewed through this Online story map. A comment period and survey was conducted from December 18, 2025, through January 18, 2026, to collect feedback from the public on this proposal. The comments received will help inform the City Commission's proposed home rule charter amendment, which will be submitted to Bismarck voters at the June 9, 2026 primary election. 

The City of Bismarck is proposing a home rule charter amendment that would allow the use of a street utility fee to replace general special assessments for street maintenance. A public input meeting was held on Tuesday, November 18, 2025, to discuss this proposed change. The information shared at the meeting can be reviewed through this online story map. A comment period and survey was conducted from November 17, 2025, through December 7, 2025. The results were analyzed and shared with the City Commission in January 2026. The comments received will help inform the City Commission's proposed amendment, which will be submitted to Bismarck voters at the June 9, 2026 primary election.

The City of Bismarck is proposing an extension of Tyler Parkway between Valley Drive and Cogburn Road. This extension would cross Tyler Coulee and improve connectivity and emergency service response time in NW Bismarck. Bismarck City Commission Meeting:

The Bismarck City Commission was presented with the preliminary engineering report, public involvement report, and a project presentation at their meeting on April 8, 2025. The Commission voted to proceed and the decision portion of the preliminary engineering report has been updated to include their direction. NDDOT Interstate Project Profiles

  1. Exit 161 Reconstruct Project
  2. I-94 Grant Marsh Bridge Study

NDDOT broke ground on the I-94 Interchange (Exit 161) Reconstruction project in spring of 2024.  The interchange reconstruction project is designed to support growth in northeast Bismarck and relieve what has become an increasingly congested corridor along Centennial Road/Bismarck Expressway and I-94. NDDOT has worked closely with the City of Bismarck, local business owners, and the public to find a traffic solution that would benefit the entire community. A modified single-point urban interchange (SPUI) was selected for this project because of its ability to efficiently move large volumes of traffic by converging traffic under one set of traffic signals. 

A minimum of one lane in each direction on the I-94 corridor will be open for the duration of the construction. The northbound and southbound traffic will be limited to one lane in each direction with a dedicated left turn lane where required with access to and from the interstate continuing throughout the project. The new bridge can be entirely constructed while the existing bridge is still in service. The existing Exit 161 bridge will be removed after traffic is completely shifted to the new bridge.
