The Bismarck-Mandan Metropolitan Planning Organization (MPO) hereby requests proposals from all interested and qualified engineering and planning firms desiring to develop a Bicycle-Pedestrian Master Plan for the Bismarck-Mandan, North Dakota area.
Written proposals should address (at a minimum) the following items concerning the firm:
1. Past performance
2. Ability of professional personnel3. Willingness to meet time and budget requirements
4. Location5. Recent, current, and projected workloads of the persons or firms
6. Related experience on similar projects7. Project understanding, issues, and approach
The MPO reserves the right to reject any or all proposals received. The MPO reserves the right to limit interviews to three firms, whose proposals most clearly meet the RFP requirements. The selection of the firm will be based on an evaluation of the written proposals and oral presentations before a selection committee. The selection committee will then forward their recommendations to the Bismarck-Mandan MPO Policy Board for their consideration. Final scope and price will be negotiated with the successful firm following the selection process. If unable to arrive at a mutual agreement with the first ranked firm, then the Bismarck-Mandan MPO will negotiate with the next ranked firm.

Written proposals from qualified consultants must be received on or before 4:00 p.m. Central Time, February 10, 2012.
