The Bismarck-Mandan Metropolitan Planning Organization (MPO) hereby requests proposals from all interested and qualified Planning Consultants desiring to conduct a Review of the Bismarck-Mandan MPO’s Traffic Demand Model.
Written proposals should address (at a minimum) the following items concerning the firm:
1) Project understanding, issues, and approach2) The ability of professional personnel
3) Willingness to meet time and budget requirements4) Location
5) Recent, current, and projected workloads of the persons or firms6) Related experience on similar projects
The MPO reserves the right to reject any or all proposals sent. The selection of the firm will be based solely on evaluation of the written proposals before a selection committee. The selection committee will then forward their recommendations to the Bismarck-Mandan MPO Policy Board for their consideration. Costs will be negotiated with the successful firm following the selection process. If an equitable price cannot be negotiated with the first ranked firm, then the Bismarck-Mandan MPO will negotiate with the next ranked firm.
A Request For Proposal, with detailed project requirements will be sent to interested firms for this project. Written proposals from qualified consultants must be received on or before 4:00 p.m., January 28, 2011. It is anticipated that the Policy Board will make a final decision on the consultant selection by April 30, 2011.
